What in the hell is " international PhD student ".
What country are you coming from.
If you are coming from a country like the UK, and are a citizen, than you don’t need visa for a 5 day visit. They don’t care if you are a PHD student (ha-ha) or want to go to Disneyland.
If you are coming from a certain countries, you better go to the American embassy. If the US embassy in your country was bombed, don’t bother coming.
