Question regarding 1884 International Meridian Conference held in Washington D.C. :?

It was decided in the meeting that the standard meridian for each country should be a multiple of 7.5.
i.) Please explain the logic behind this.
ii.) Sometimes the line seperating time zones do not follow these meridians exactly. Please explain these jogs/discrepencies.

Answer to question 2 is around major geographical features OR national boundaries that were close to, but not exactly at the meridian; a natural or political ‘line’ was a more logical dividing point that the completely artificial meridians.
