DT. Do you have any Hmong people in your community? They can be “culterally married” at the age of 14. The state does not recognize it until they are 16 or 18. Having children at that age is discouraged in the community but, nobody gets in trouble for doing it. The girls still go to school and you and I get to pick up the tab for the extra bus costs and the car seat costs and the daycare costs and of course the medical costs. Some of these couples have 3 or more kids before they graduate.
