How do you make friends at a conference when you don’t know anyone?

I want to go to a conference to meet new people but how do I do that when I don’t know anyone to begin with. Of course if I go with people I know then I don’t get to know new people. Some people are good at this but I am not so I need pointers.

How do you make friend at ANY event you go to where you don’t know people? You say hello, introduce yourself, be friendly, etc.
